From January 2015 Government of India,Ministry of external affairs(MEA) made Adhar is compulsary to track the criminal record of a person because in passport issuing system Police verification is taking more time than any other.So if you don’t have Aadhar better you go and get it. It is an Official notice .
(My personal experience:To my Surprise in many Passport PSK’s they don’t even care for Aadhar Card and some times they don’t consider Aadhar card as a proof.)
